PvE Stories Pros and Cons
Nanoha's stats give her good survivability while also allowing her to have a respectable damage output. She can easily function in a tank-like role without sacrificing damage like you need to with most other tanks.
Attack UP and Damage Cut are both quite helpful, and just about any other girl would be a good choice as a recipient. She can easily make any other girl as bulky as she is, while also buffing their damage output.
Damaging all enemies is nice for a Magia, but with the only other effect on it being a 3 turn Accele MP Gain UP, it's rather disappointing otherwise. Most Magia have a variety of different effects working in tandem to weaken enemies and empower your team, so it's almost strange for Nanoha to have a single effect - and such an underwhelming one, at that. The Weak-Element Bonus allows it to be useful against Forest enemies (especially multi-tile Forest bosses), but it's quite situational.

Connect Helps Keep Attackers Alive
The way enemy AI works in Mirrors assures that the AI will go after whoever it will do the most damage to, but it fails to factor in Damage Cut. With proper targeting of Nanoha's Connect, you can minimize much of the damage dealt by the enemy team in a given turn. In addition, as the targeted girl will usually be a frail glass cannon attacker, the Attack UP will further help them.
Stats Are Effective in Mirrors
Assuming that there are no Aqua girls on the enemy team (or that they're dealt with early on), Nanoha's defensive stats should keep her alive late into the match. With her offensive stats also being fairly respectable, she's a great candidate for powerful Skill Memoria that will allow her to clean up the enemy team once they finish charging up.
Flame is never a good sign for a unit in Mirrors, especially not one that functions in a semi-tanky role like Nanoha. Units like Yachiyo and Nanaka will spell her end regardless of how bulky she is. This also reduces the effectiveness of her Connect somewhat, as it will cause her to frequently be the target of enemy Aqua element girls - and she can't apply her Connect to herself.
With her balanced tanky-yet-with-good-attack stats, you're well off with Memoria that boost her staying power and ones that boost her damage output. With her tankiness, she shouldn't have much issue staying in the match long enough to use her Active Memoria, so supply her with some of your best Active Memoria, too. Just make sure to quickly take care of Aqua girls so they don't waste her potential.
