4 Shiki (also known as Type 4) is a fairly standard self-buff RF who also procs a sure-hit piercing shot every three attacks.
This special piercing bullet cannot crit and deals 1x damage.
Against a single target, 4 Shiki's damage output will typically not be as high as other self-buffing RFs like SVD or WA2000. Nevertheless, 4 Shiki's passive is incredibly powerful against dense enemy packs, especially those with non-zero Evasion. What's not to love about AoE damage that can't miss?

Due to the upcoming introduction of SWAP Sangvis Ferri units in Isomer and the addition of Evasion stat to Paradeus Doppelsoldners and Uhlans, Type 4 becomes one of the few reliable RF options for dealing with them at night alongside QBU-88 and Carcano M91/38.

4 Shiki's passive gives her potentially unmatched DPS in fights against lots of enemies that she can deal AoE damage to. Since it also can't miss, this makes her deal surprisingly good damage against certain upcoming enemy types, despite her relatively lower stats across the board.
Versatile Self-Buff Skill
Since 4 Shiki gives herself a fairly standard and flexible Rate of Fire buff, she can be used as a generalist RF without much trouble.
Great Tile Buff Coverage
4 Shiki's tile buffs allow her to be placed in either position 7 or position 1 and still buff two HGs with Cooldown Reduction.
Weaknesses
Low Stats and Skill Multiplier
Compared to other 4★ RFs like SVD, 4 Shiki has lower stats across the board and a lower Skill multiplier to balance against the fact that she has a passive ability. This makes her single-target DPS fall behind somewhat, though it is fairly rare for RFs to fight only one enemy outside of bossing situations.
Piercing Shot Does Not Crit
Since her special piercing effect only deals 1x damage without the ability to critically strike, it will typically deal about half the damage of her normal shot due to RFs having a Crit Multi that's close to 2x.
